Ironically, McCarthy was not supposed to be on duty that fateful day in March. At the last minute, the Secret Service received a request for an officer to provide protection to Reagan for an AFL-CIO luncheon on March 31. McCarthy and a colleague flipped a coin to see who would have to fill in on their day off; McCarthy lost. McCarthy, however, has no regrets about the incident; he was only glad to be able to make the leap before the president when the time arrived.

Few individuals choose to serve their fellow man in a dangerous, underpaid and often unappreciated profession, but Randy Jennings was one of these very special people. He knew and accepted the risks and personal sacrifices attendant to protecting mankind from the predators of society. Now he is gone, and we are all the poorer for it.
It was May 21st, 1997, a domestic disturbance call, with the perpetuator fleeing the scene. Randy was informed that the individual was not armed, but had been severely beating his wife. Randy pursued on foot, and just as the perpetrator reached a tree line, he turned and shot Randy 5 times with a .38. He was struck once in the wrist, one bullet struck the top of his vest and deflected down into the top of his heart, with the other three rounds stopping in his vest. Even with a bullet in his heart, true to his training and with a tremendous will to survive, Randy managed to return fire and with a single shot he ended his assailant's spousal abuse for all time. If it wasn't so tragic, we could stand up and cheer. He then called in his own wound but died on the scene under the only tree on the field... an olive tree, the traditional tree of peace!
No matter how noble the circumstance and how great the sacrifice, firing that final volley and folding the flag are exceedingly painful. A piece of us always dies with them. We find ourselves overcome with a terrible sadness that we always hope we will never again experience, but alas again it was not to be. Now Randy has been called to answer the haunting strains of that last distant bugle and we will miss him terribly.
Randy is not really gone however. As long as there are those of us who keep him alive in our hearts and memories, he will never die. As long as there is a Butte County Sheriff's Office, Randy's memory will always be alive. His legacy of self-sacrifice, and heroism will always serve to as an inspiration to those who follow in his footsteps. As long as there is a place in our hearts for decency and honor, Randy will live. May it always be so…
If there is an all-knowing and all-wise God, as there must surely be, we will someday meet Randy at the gates of heaven, and shake the hand of our friend… I only hope that we will be worthy of entrance to those hallowed halls.
Randy's wife Terry, an Officer with the Oroville Police Department, went to the scene of the shooting the following day. Terry asked permission to drive Randy's cruiser back to the Sheriffs Department. Quite appropriately she was allowed to do so. As she pulled into the parking lot, Terry came on the net for the last time - "Butte County SO 30, now 10-10." Good bye, one last time.
